You are a Belgian who recently moved to Romania or the Republic of Moldova and want to register at the Embassy in Bucharest? Go to e-Consul (in French and Dutch). You now have the opportunity to register online in the consular population registers, if you meet the following conditions:
- You are Belgian.
- You are not registered in the population registers of a Belgian municipality (deregistered abroad).
- You have habitual residence in the consular district of the professional consulate.
- You have a valid and activated Belgian eID, you know its pin code and you are in possession of a card reader.
- Minors must meet a fifth condition. They must be registered in the same registers as where one of the parents or guardian is registered.
The post will check the file and inform you of the status of your registration.
Since the entry into force of the Consular Code on 15/06/2014, administrative assistance is granted only to Belgians who are registered in the consular population records.
Registration in the consular population records at a Belgian consulate abroad allows you to benefit from the same services offered by municipal administrations in Belgium, namely the management of your administrative file. This registration enables the Belgian consulate to assist you effectively when issuing an identity card or consular certificates (e.g. certificate of residence, registration certificate, nationality certificate, household composition certificate, etc.). Through the consulate, you may also take part in certain elections in Belgium (federal legislative elections, European elections, if you reside in an EU member state).
Family members of foreign nationality may also be registered in the population records. However, this registration does not grant them the right to obtain a consular identity card or passport, nor the right to be registered as a Belgian voter. For consular assistance, they must contact the representation of their country of origin.
The Belgian consulate will be able to assist you faster if your file is up-to-date, including in cases where you need urgent humanitarian assistance (e.g. accidents, disasters, evacuations, etc.).
When applying for registration, citizens must submit at least the following documents:
- the registration form;
- proof of address (certificate from the local administration, electricity/water bill, or rental contract) or a copy of the residence permit (residence permit or local identity card, if applicable);
- a copy of the Belgian identity card and/or Belgian passport;
- the registration form for elections for Belgians abroad and, if applicable, the proxy form (see the forms section);
- for minors, the registration form signed by both parents;
- depending on the situation at the consular post, additional documents may be required to justify registration in the population records.
